Roswell Encina has more than twenty-five years experience in media and communications. He was appointed Chief Communications Officer by Librarian of Congress Carla Hayden in November 2016. In this capacity, Encina manages and oversees communications, public relations, programs and special events for the Library and advisor to the Librarian.

Before coming to the Library, Encina was the Director of Communications for the Enoch Pratt Free Library in Baltimore, MD where he served from 2007-2016.  At the Pratt Library, he managed and coordinated the library’s communications, media relations, marketing campaigns, and events.

Encina was also a broadcast journalist for more than 13 years working in local and network news covering politics, general assignment and feature stories. Encina has a Bachelor of Arts in Communications from Salisbury State University and a Bachelor of Science in Marketing Management from De La Salle University in Manila, Philippines.
